Encouraged To Leave The Scene?

The lawmakers across the lake in NY State have made a seeming loophole in the DUI law. The penalty for an impaired driver felony in NY state is now 15 years, but the penalty for leaving the scene of an accident is 7 years. This makes it almost worthwhile for an impaired driver who has committed a potential felony to simply flee the scene of the accident.
